Cap and Ditch

Austin made five major infrastructure pledges between 2021 and 2026. A project-by-project accounting of what was promised, what was cut, and what was quietly shelved.

Since 2021, Austin has made large, public commitments on five infrastructure projects: the I-35 Cap and Stitch, Project Connect transit, the Lady Bird Lake boardwalk, Zilker Park restoration, and the Millennium Youth Entertainment Complex. Each project is measured here against what was announced versus where it stands today.     I-35 Cap and Stitch

    Austin moved from a multi-cap vision to one funded park cap near Palm Park, citing budget and funding challenges. Mayor Watson then proposed cutting city spending on the remaining project further, with a Council vote still pending as of May 18, 2026.

    Millennium Youth Entertainment Complex — Theater Seating

    The city approved funding for theater seating upgrades in the 2022–23 budget cycle. As of May 2026, the seats have not been installed, with delays attributed to departmental transitions and procurement bottlenecks — a gap of at least three years between appropriation and projected completion.

    Lady Bird Lake Boardwalk
